Built in 2002, the campus consists of two conventionally reinforced concrete high rise structures built over a nine story podium that occupies a full city block. The nine story podium houses commercial spaces on the 1st and 2nd floors and parking on the upper levels. The parking garage is constructed of post tensioned (PT) concrete slabs supported by concrete columns and shear walls on caissons. The garage has a single helical entry and exit for vehicular access and two (2) elevators for pedestrian access.
In 2018 Klein and Hoffman (K&H) conducted a condition assessment of the parking garage to identify deficiencies and develop a recommended repair program including a detailed cost estimate. In 2021 K&H developed a multi phased rehabilitation program aimed at addressing the deficiencies identified in the condition assessment. K&H conducted a competitive bidding process, reviewed bids, and made a recommendation. In 2021, Ownership implemented the first phase of concrete and PT repairs at the lower levels and followed up in 2022 with the installation of a traffic bearing membrane to protect the deck and the repairs from future moisture and chloride infiltration. Construction administration services were performed and included on-site review of repairs for conformance with design drawings, quantification and tracking of repairs and administrative tasks including meetings, field reports, cost estimating, cost tracking, and review of RFI’s and pay applications.
The repair program was implemented during the height of Covid. Use of the garage was low. Ownership opted to close the garage down for Phase 1 of the construction. Careful consideration had to be given to the phasing of the work so that future phases would not impact access and would minimize revenue losses.
