PROJECT: SEPTA - Broad Street Subway Stations
Girard, Spring Garden, and Walnut-Locust

Featured Transportation-Passenger Station Projects

Project Challenge:

Continuing in its efforts to renovate the aging passenger stations along the Broad Street Subway Line, the Southeastern Pennsylvania Transportation Authority (SEPTA) retained Klein and Hoffman, Inc. (K&H) to lead a multi-firm team to design renovations and improvements for the Walnut-Locust, Girard and Spring Garden subway stations. The stations were constructed in the early 1900's and the underground passenger platforms can only be accessed using the original stairway systems. The project's main objective was to install new elevators, reconstruct the original stairways, and to implement all other modifications necessary to provide a fully compliant ADA accessible path from the street level down to each platform. As an additional goal, SEPTA directed the design team to transform the out-dated stations into clean and functional facilities using durable, low maintenance, vandal-resistant materials.

Project Solution:

The K&H team worked closely with SEPTA to determine viable locations for the new passenger elevators. Each potential location was evaluated with regard to the need for easements and property acquisition; compliance with ADA and regulatory requirements; the need for utility relocation within the stations and streets; the constructability of proposed framing modifications; support for the new elevators; the impact on maintaining uninterrupted operation of the station; and the impact on construction cost and schedule.

Based on the results of the evaluation, site-specific elevator locations were selected for each station. The stations each have a concourse level above the platform level and separate street-to-concourse and concourse-to-platform elevators were required to accommodate the various station configurations. In addition to the new elevators, project components included new head houses and streetscape design; stair rehabilitation and replacement; installation of tactile warning strips along the platform edges; new floor, ceiling, wall and column finishes; structural restoration and water infiltration mitigation; new passenger amenities; signage and lighting improvements; and artistic elements to comply with SEPTA's Percent for Art Program.

As Prime Consultant, K&H's responsibilities included overall project management, quality assurance and control, conceptual station planning, regulatory compliance and approvals, technical oversight of team members, structural and restoration engineering and design, water infiltration mitigation. Construction documentation was prepared as two separate bid packages, one for Walnut-Locust Station and a second package for Girard and Spring Garden Stations. Walnut-Locust construction will be completed in 2008 and construction for Girard and Spring Garden Stations is anticipated to begin in 2009.
