Plans to renovate the structure called for anchorage of barges up to 300 feet in length and parking for Sanitation Department waste collection vehicles.  The superstructure above the pier deck level was demolished and remedial repairs were made to deteriorated pile foundations.  Concrete pier decks were replaced with timber decks, and a new timber fendering system was installed along with new bollards and cleats for barge berthings.  Timber pile dolphins were added at the west end of the pier to allow refuse collection barges to maneuver around the pier.
