Extensive water infiltration had caused delamination of the concrete on the underside and significant freeze thaw damage on the top of the structural deck. A phased rehabilitation program was developed that included repairs to the top and underside of the concrete slabs, repairs to the concrete columns, beams and walls, and replacement of the asphalt topping and membrane at the roof deck level, and installation of heating element in the ramp. Due to frequently reported water infiltration issues the investigation also focused on the recessed concrete planters located around the perimeter of the tower on the roof level of the garage.
